Yes. Forcing combat makes the pursuit of public works rather pointless. Ideally, when you are in claimed territory, if PVP is off, use an automatic detection system to kick players who use any splash potions. I can see how that could make curing zombie villagers difficult, so if possible maybe only block poison and instant damage.
