you might not believe this OBVIOUSLY, but if u do /l spawn nr00f and actually go through the neth portal, youll be on the nether roof, thats because I decided to make its access to people public, but theres a problem, when I try to build on top of it, the very top, it wont let me, if theres a plugin doing this or thats just what this version of minecraft does, please find a way to alter it so that the roof can actually be enjoyable for all the ppl on there :), and to make travel throughout the server A LOOOT easier, if you actually do believe me, then msg me when you go on the server, my names 0RACLE, then vanish to me to see me go on the roof, and if u dont believe this, thats ok cuz I AINT SUPRISED.

You can't build on the nether roof because most of it is at sky limit (y=256). I suggest you find a spot where the netherack glitches through the roof (it's more common than you think) and make an underground community center of sorts.
